Chernivtsi National University, one of the leading higher educational institutions in Ukraine, was founded on the 4-th of October, 1875. By Decree of the State Accreditation Commission from April, 7th, 2008 (Accreditation certificate series РД-IV № 259818) Chernivtsi University was accredited with the highest IV level of accreditation. Licence: By decision of Session of Council of European University Association, held in Brussels on January 15th, 2009, Yuri Fedkovich Chernivtsi National University was granted a full individual membership in European University Association. Contact information: History of the University Chernivtsi National University was founded on October 4, 1875 by decree Franz Josef, Emperor of Austro-Hungary. In the beginning there were colleges of theology, philosophy and law. K.Tomashchuk, a renowned scientist and public figure, became the first rector of the University. The scientists of European and world fame taught and conducted their research at the University: economist J.Schumpeter, lawyer G.Gross, historian R.Kaindl, Slavic scholars O.Kaluzhnatskyi and S. Smal'-Stots'kyi and composer and writer S.Vorobkevych, among others. After the dissolution of the Austro-Hungarian Empire in 1918 and annexation of Northern Bukovina by the Romanian kingdom, until 1940 the university was one of the Romanian higher educational institutions. In 1940, after the reunification of Northern Bukovina with Ukraine, the University was reorganized into a state higher educational institution with the instruction in Ukrainian. In 1989 Chernivtsi National University was named after Yuriy Fedkovych, the well-known writer of Bukovina, herald of Ukrainian national Renaissance. Today in the university there are 16 colleges: physics, engineering, applied mathematics, chemistry, biology, philology, foreign languages, history, geography, economics, pedagogy, law, and philosophy and theology, 71 departments, 16 thousand students majoring in 67 areas. Academic and research work is provided by over 900 professors (100 DScs, associate professors, about 500 PhDs), and 6 Specialized Scientific Boards on candidate and doctoral dissertations defence. Basic areas of scientific research are theoretical and applied semiconductors material study; development of new materials technologies, micro-circuits and devices for optical, radio, and microelectronics, semiconducting instrument-making; static optics, holography; technologies of module teaching; ecology, geography; History of Ukraine, linguistics and literary studies. The University is known for its 5 scientific schools. The Science-research Bukovina Study Center is affiliated with the University, which maintains relations with other centers of Diaspora. The University together with other institutions in Ukraine founded "Bible and Culture" research center which studies the fundamental problems of humanities and social sciences. Chernivtsi National University has 14 buildings, the Botanical Gardens, Zoological and Earth Science/Topography Museums, Publishing House, and Library with over 2.5 million books. There is the Department of Military Studies. The faculty and the students of the University participate in various exchange programs in the USA, Austria, Germany, Poland, Romania, China, Yugoslavia, and Israel and other countries of the world. In October, 1999 Chernivtsi National University became the member of the International Universities Organization "Phi Beta Delta" (USA). By the President's Decree the title of "National University" was awarded to Yuriy Fedkovych Chernivtsi State University on September 11, 2000.

University Library
The scientific library includes 11 departments: collection department, scientific processing department, department of native fund preservation, department of foreign fund preservation, department of rare and valuable books, book borrowing departments, reading halls, branch department, department of cultural work, department of information technologies and information-bibliographic department. Interesting is the history of the library. Founded in 1852 as Krayova library it became the first public library in Bukovina and since 1875 (the year of Chernivtsi University foundation) it is the University library. Its total book stock (by 01.01.2005) includes 2.554 thousand copies. Among them: 1.215 thousand copies of scientific literature, 171 thousand of textbooks and manuals, 648 thousand of fiction. The fund of foreign books contains 376 thousand of works in German, Rumanian, English, Latin, Polish, Ancient Greek, French, Hebraic, Yiddish and other languages. At the department of foreign and valuable editions nearly 70 thousand copies are preserved: incunabula, platypuses, native and foreign oldprints, private collections of V. Simovych – professor of Lviv University, Ye. Kosak – Chernivtsi University professor, K. Raifenkugel – Chernivtsi University library director, Tomashchuk’s collection – the first Chernivtsi University president, archives of V. Simovych, Ye. Kosak, I. Karbulytskyi, I. Spivak and the others. The most valuable book dates back to the XIIIth century. It is written on parchment in Latin. This fund also contains books of Marie-Louise, the wife of Napoleon I, books of Franz-Josef I, university professors S. Smal-Stotsky, Ion Sbiera, etc. The scientific library has alphabetic, systematic catalogues, catalogues for stuff use and alphabetic and systematic catalogues of foreign issues; bibliographical files – the main reference file, file of country study, file of university teachers, scholars, etc. the electronic catalogue started to develop. The structural departments of the scientific library and its branches at the university departments are annually attended by 37 thousand readers. Currently the year book loan totals 500 thousand copies. The scientific library maintains book-exchange ties with university libraries of 24 countries of the world, in particular of Russian Federation, Moldova, Kazakhstan, Byelorussia, Rumania, Poland, Austria, USA, Britain, Canada, China, Thailand, etc., and numerous university libraries of Ukraine.
Information on Research Activity
Vice president for research manages the research work at the university through Research Department, the head of which is a vice-vice president. Research Department is comprised of the following departments:
Vice-president for science manages the research activity of the university, coordinates Research Department work and other departments of the university, of the main Informational and Telecommunication Center, scientific library, Ruta Publishers, Research Center of Institute of Bukovynian Studies, Geophysical observatory, botanical garden, Faculties, Departments and other research laboratories. The basic lines of scientific research projects are:
Nowadays scientific schools, which belong to these branches of science, are working productively at the university. The staff and faculty of more than 1000 workers conduct these research works, among whom 105 professors, and nearly 500 are Associate Professors. At the university there are 8 specialized scientific councils on the defence of Ph. D thesis and doctoral thesis. Training of the scientists and scientists-pedagogues is supported chiefly by the post-graduate study department; a perspective plan of the training of the specialists of higher qualification has been made. Post-graduate specialities already exist in all the departments, an amount of the specialized scientific councils on defence of Ph. D thesis and doctoral thesis has increased. In 2006 almost 200 post-graduate students, 87 competitors for PH. D. thesis, 19 competitors for doctoral thesis studied at the post-graduate department. 9 doctoral (planned -7) and 43 Ph. D. theses (planned -30) were defended. The efficiency of the post-graduate department (that means a defense during the studies) greatly increased within the last years – in 2006 it reached 65%. In 2006 129 research works were carried out, among them – 26 were funded by the Ministry of Education and Science, 2 projects were funded from the state budget, 6 funded by programs of the International Cooperation, 13 projects sponsored by agreements with the State Fund of the Fundamental Research, 12 funded commercially, 3 – by the international agreements and 70 – at the expense of the second half of the faculty working time (subject matter of the department). Such a considerable increase of the financing from the international funds was achieved with 2 grants received from NTCU and a grant from the NATO (40 thousand euro) for elaboration of the computer network in Chernivtsi National University. Informational and telecommunication structure joining all the buildings of the university into one informational space, providing a high quality access to different informational services to improve the teaching process, methodical provision, carrying out research, videoconferences, distance learning; access to the electronic version of the science library resources and those of the Internet. In 2006 an amount of all kinds of publications - monographs, textbooks, manuals, scientific articles in the journals and materials of the scientific conferences - increased. 16% of 165 textbooks and manuals were approved by the Ministry of Education and Science of Ukraine. During 2006 the university gave 5 claims for safeguard documents, there was received an avowed license for the invention, and 2 declared licenses for the useful patterns. A new preparation that can be used against cancer tumours was made by means of chemical synthesis. An avowed license for useful pattern “A device for electrochemical extraction of the copper ions from exhaust solutions of copper etching” was received. The device can be used to receive powder copper widely used in the production of catalysts, purification of some gases from oxygen, and is recommended for forming the ergonomic technological processes of machining the surface of the wares made of copper and its alloys by means of exhaust etching solutions regeneration”. In 2006 the scientists of the university took part in the exhibition-presentation of scientific research of Ukraine in the Socialist Republic of Vietnam (November 29 – December 7, 2006, Hanoi) and in the specialized exhibition “Education and Career – 2006”. In the same year junior scientists of physics carried out 2 research projects after the Order / instruction of the President of Ukraine of December 12, 2005 №1279/1005 рп. By the results of the competition 3 “Grants of the President of Ukraine to the Junior Scientists” were received. Yearly, the university is an organizer of the conducting the scientific arrangements: conventions, conferences, seminars. 16 scientific conferences, where 10 of them were international, were arranged in 2006. The total amount of the participants is more than 1600. In 2006 scientific societies of the Department of Economics, student union of the International society of the optical engineers (SPIE), “Ecos” association of the Department of Biology, societies “Antiqua” and “Ethnologist” at the Department of History, School of Literature at the Department of Philology and student design office “Alef” working at the Departments of Physics and Computer Science. The collaboration with scientific firms and organizations of other departments such as: public corporation "Central Design Office Rhythm", subsidiary company "Bukovinastandartmetrology", "Decide Limited" and others where the scientific elaborations in the sphere of semiconductors of materials science, engineering, metrology, ecology is developed. In 2006 the university cooperated with Chernivtsi regional state administration, Chernivtsi city Council. The scientists of the university took part in formation of the Program of economical and social development of the Chernivtsi district for 2007, elaboration of the Strategy of the Chernivtsi region in run by 2015, included to the working group on the elaboration and putting into life regional program of the development of mineral and resource basis, rational use and protection of the bowels of the earth. There were suggested elaborations from thin filmy and nanosize semiconductor materials, instruments for infrared devices, spintronics and dosimetry. New and renewable energy sources, materials and highly effective instruments and devices for solar energy. Department for Education and Science of the Regional State Administration coordinates the scientific subjects, directing research to solving the problems of the city and the region. At the joint meetings the questions of training qualified specialists, effective use of the scientific potential of the university, development of the innovation activity were discussed. The materials on creation of the special design office on the territory of the “Graviton” plant are being prepared with the support of the Regional State Administration. It will give an opportunity to broaden the research in the field of semiconductor material studies, physical engineering, and widen the laboratory and experimental basis for the Departments of Physics, Chemistry and Technical Engineering.
International activity
Yuriy Fedkovych Chernivtsi National University – an individual full member of the European University Association - is a significant geopolitical higher learning educational and scientific centre in Western Ukraine. The Office of International Affairs has started its official international cooperation since July 1977 when the Academic Cooperation Agreement with Saskatchewan University (Canada) was signed. Nowadays the Office of International Affairs collaborates with more than 59 establishments of higher learning and academic institutions of Europe, Asia, North and South America. International cooperation is annually expended and improved. Recently the University has signed several cooperation agreements with Polish, German, Lithuanian, Italian, French higher education institutions, in particular Uniwersytet Yagiellonski (Krakow), Uniwersytet Warminsko-Mazurski (Olztyn), Akademia Pedagogiczna (Krakow), Pomorska Akademia Pedagogiczna (Słupsk), Pädogogische Hochschule Ludwigsburg (Germany), Alpen-Adria_Univesität Klagenfurt (Austria), Mykolo Romerio Universiteta (Lithuania), St. John International University, Torino (Italy), University of Warsaw (Poland). The mentioned general agreements on international cooperation are the key factors in implementation the research and educational cooperation conducted by the International Office. The Office of International Affairs has announced a competition for a term studies in Saskatchewan University (Canada) and Lock Haven (the USA). Besides having an excellent opportunity to study abroad, undergraduate, graduate and post-graduate students of Chernivtsi National University are enrolled in summer schools (Language proficiency, History, Archeology), commonly arranged by higher educational establishments and corresponding departments together with university-partners of Romania and Poland. Higher instituions facilitate students’ training in different Summer Schools in Chernivtsi, Suceava, Iaşi, Kraków, Rzeszów, Słupsk, Kielce, Novi Sad, etc. The university actively participates in international research and grant projects. The International Office exerts itself in fulfilling Ukrainian and Romanian joint cross-border research projects having established intimate contacts with its Romanian partners and coordinating the application and project implementation processes. The university’s international activity is also promoted by a range of scientific centers, such as the Research Center of Bukovynian Studies, Ramon Gnatyshyn Canadian Studies Center, Center of American Studies, Anton Kokhanovskiy Eastern School of Polish Studies Center, Euroatlantic Integration and Security Center, Czech Studies Center. Ukraine’s business relationships with Canada, Poland, Czech Republic, Romania and Austria promotes the development of the university’s international cooperation in educational area bringing it closer to the European education within the Bologna Process. International workshops have been held by NATO Information and Documentation Ukrainian Center within the university. Cooperation forms and methods are being improved, in particular: students and postgraduates exchange for short-term and long-term studies overseas, as well as teaching staff exchange for delivering lectures and making scientific research; common researches (including international scientific-educational programs); participation in scientific conferences, trainings. A number of our teaching staff’s overseas scientific trips are growing. The amount of foreign students studying at Chernivtsi National University constantly increases year after year.
